This study focuses on the relationship between the ruler and ruled in the Muslim East over a long period of time, approximately from 850 to 1200 A.D. During such times, the government was more thoroughly regionalised after attempts to administer the whole area from the centre (Baghdad) collapsed. The author used different types of sources such as _x000d_ historiographic, geographic and hagiographic writings. The study analyses the extent of the reach of the state in three different sectors: irrigation, taxation and the police and military. It demonstrates that intermediaries between the ruler and the people were active in all three sectors. Some intermediaries had diplomas of investiture of the ruler while others relied on the loyalty of local groups. The author concludes with an analysis of the varying importance of diverse groups of intermediaries over time.
