Saadeh's life during the period covered in this volume is influenced predominantly by the confrontation with the French Mandate. A brief recapitulation of the deveopment of the Mandate therefore appears pertinent to this biography. Two major phases can be discerned in the French Mandate and the political and administrative organizations of the states under its tutelage prior to Saadeh's return to Syria. The first phase extends from the arrival in Beirut on November 21,1919 of General Gouraud to the Syrian revolt of 1925. The second phase inaugurated by the appointment of Henry de Jouvenel as High Commissioner ends with the defining of the Statut Organique in May of 1930.
